Co-op to Proceed with Regina Heavy Oil Upgrader

Federated Co-operatives Limited and Saskatchewan government announce a 600 million dollar project to upgrade heavy crude at the Regina refinery. The three year construction will add 50 000 barrels per day capacity with completion expected in late 1988 and 20 plus years of operation thereafter.

By-Election Planned for Kildonan on October 1

Premier Howard Pawley announced October 1 as the date for the Kildonan by-election to fill the seat left vacant by the April death of Mary Beth Dolin former Minister of Labor and Urban Affairs. Dolin was first elected in 1981 and the riding had no representation for six months. The premier said timing does not preclude a general election and options remain. A decision on filling Portage la Prairie seat after Lloyd Hyde's August 25 death has not yet been made.

Wider Spouse's Allowance to Aid Low Income Widows

A Manitoba Canada notice announces an amendment to the Old Age Security Act expanding Spouse's Allowance to all low income widows and widowers with basic residence proof. It estimates about 85 000 widowed persons nationwide may benefit in September and provides contact numbers for Health and Welfare Canada Income Security Programs offices in Brandon Winnipeg and Manitoba toll free.

Manitobans Lead in 1985 Muscular Dystrophy Telethon

Winnipeg pledges reached 169 742 000 plus 63 500 000 from corporate sponsors and 43 576 00 from events for a total of 276 818 00, up from 248 226 00 in 1984. Sears Phone Centre contributed 169 742 00, down 23 448 00 from last year. Lorraine Newell praised community and corporate support as CKND TV marked its 10th anniversary with a Las Vegas telethon broadcast locally. Across Canada telethons raised 2.8 million with proceeds staying in Canada to fight neuromuscular diseases.

Grant funds Westman residence for young adults with disabilities

Health Minister Larry Desjardins announced a 58700 grant to the Canadian Mental Health Association Westman Region for a Brandon community residence for young adults with serious psychiatric disability. The 24 hour staffed facility will run developmental programs tailored to resident needs and align with 1985 86 mental health resource priorities.

Chamber decries airport tax change as unfair to regions

Winnipeg business leaders led by Chamber President Ed J Martens condemn September 1 airport tax revision. They call for ceiling removal discriminatory against western and Atlantic Canada and business travellers. Martens cites Winnipeg to Montreal tax rising to 46.80 from 30.00 and Vancouver to Montreal jumping 274 percent.

Blaze orange dress rule for hunters approved in Manitoba

The Natural Resources Department says hunters must wear a blaze orange hat and at least 400 square inches of blaze orange above the waist, visible from all sides. The rule aims to reduce accidents in big game seasons, with two fatal and nine non fatal incidents in three years.
