Grain and Oilseed Safety Net Proposals for 1991 92
A Grain and Oilseed Safety Net Committee proposes two new programs GRIP and NISA to stabilize farmer income starting in 1991 92. GRIP uses target revenue linked to yields and prices with interim and final payments, while NISA builds an individualized tax advantaged savings account for margins and net income. Farmers may join GRIP or NISA or both, with policy safeguards for extraordinary drought and trade issues and a ministerial decision planned for November.
