Several wilful damage cases are reported after Halloween. One farmer lost a cow and two sick animals from a prank freeing cattle. Ducks and Chesterfield damaged as homes left unattended. A trailer blocked an intersection and a ramp on a CN Rail siding caused freight delays. Community leaders urge restraint and organized youth groups to curb rowdy behavior.
Winnipeg marks the sod turning for a four million dollar Manitoba Telephone System building in Portage Avenue near Polo Park. Premier Duff Roblin announces a province wide winter works program to employ about two thousand men, including 500 on the new phone structure, with further projects across the province totaling millions in road, bridge, and public works contracts during 1960-61.
Afri can nationalist Ifoghale Amata of Nigeria apologized to Canadian Technical Corps in Leopoldville for excesses of African nationalism. The event featured the film Freedom shown to UN forces and Congolese audiences. Congolese Minister Jean Bolikongo praised Moral Re-Armament for helping steer Congo away from Communism.
Manitoba Hydro and the Province sign a memorandum to fund up to 3 million dollars for forebay flood mitigation near Grand Rapids. The plan includes moving settlements Chemahawin Moss Lake, compensation talks, archeological studies and timber use reviews, and construction of docks and moor rails as needed.
