Crandall The Bird tail River School Division No 38 and The Birdtail River Teachers Association failed to settle a new collective agreement for 1978. Arbitration sought after tentative pact failed on back pay interest. Board offer: 6 percent salary, 6 percent admin allowance, substitute rate from 24 to 30.
