European Community subsidies raise EC grain prices and output far above Canadian levels, shifting from net importer to net exporter. From 1980 to 1990 EC wheat production climbed 75 percent, exports surged to 19.5 million tonnes, and EC share of world grain markets rose to 20 percent for wheat and 52 percent for barley. Export subsidies exceed those of many peers, with levy effects and high per tonne payments shaping trade.
