The North West Line Elevators Association submitted to the Dominion Government a proposal for a 1.22 per bushel price for the 1942 wheat crop. They urged delivery of 350 000 to 350 000 bushels at this price to build reserves for war and postwar needs, arguing current prices do not cover production costs and that munitions policy should extend to farm prices.
The memorandum argues that urban workers with higher wages can afford a fair price for wheat needed to bake bread, whereas farmers struggle to produce wheat at or below their cost of production. It notes the mismatch between consumer ability to pay and agricultural production costs.
