The army currently numbers 100000 with 5000 regulars and 35000 volunteers. Under the 1899 act, by June 30 the volunteers will be discharged and the regulars reduced to 2447 officers and 9025 enlisted men. Fortifications have cost over 160.6 million dollars since 1883 and require 18490 trained personnel. Posts exceed fifty eight beyond coast defenses, needing 26000 troops if fully garrisoned. US forces in Cuba total 6000, with Puerto Rico garrisons at 1626 (896 native). Philippines may need 56780 to 60100 troops, possibly rising to 100000 including native troops up to 15000 for counterinsurgency. The president should have authority to adjust to about 66000 immediately, with potential increases to 100000 and native forces in the Philippines.
