Couple swept over dam spillway drown on Ohio River

A husband and wife drowned after abandoning their 16 foot outboard boat and being swept over a spillway 22 feet above the riverbed. A witness said they mistook the dam structure for a railroad bridge near Stratton and tried to pass beneath it.
