Interlocking of Rail Road Directors Blocked by Commission

Washington March 31 Interlocking of the directorates of the Union Pacific railroad and the New York Central has been opposed by the federal antitrust commission. W D Shorey chairman of the Union Pacific board, was to become a director of the Central, but the commission refused permission. The plan, aimed at aligning two rival systems, would have placed Pacific with 200,000 shares of Central stock. The commission noted the plan conflicted with its policy of maintaining independent operations across rival lines. Henry W Clark, Union Pacific general counsel, said withdrawal of the application could be seen as a concession of weakness in their case. Clark countered that the railroad would not countenance duplication and preferred a formal adverse report, which has not yet been issued.
