Lamm Names a Black as Personnel Director

William Hilty resigns as executive director of the Department of Personnel in Colorado. Rudy Livingston, 48, becomes chief, the first Black to head a state department. Livingston, deputy state personnel director, will succeed Hilty, who returns to Public Administrative Services after serving since Vanderhoof era. The move follows prior leadership changes in state agencies.
