Colorado voters may face controversial bills via initiative
Colorado's constitution allows popular votes on constitutional amendments and laws, with the legislature able to refer issues to voters. The long 1960s era session prompts talk of using initiatives to test sentiment on topics such as the death penalty and land use, though petitioning requires drafting, signatures, and sponsorship and is time consuming.

Governor unsure of effects without Long Appropriations Bill
Colorado Governor John Love warned that failing to pass and sign the $1.1 billion Long Appropriations Bill by July 1 could force a government funding crunch. He noted state appropriations expire June 30 and without approved funds there is no comparable authority to federal budgeting. An analyst projects revenues could exceed estimates by up to $5 million.
