Controversial labor bill dies in Colorado House

In Denver the final days of the 1977 Colorado session saw a disputed labor measure vetoed by Gov. Lamm revived and pushed through the Senate before dying in the House. The bill would have kept public employees from being forced to join unions or pay dues, tying to a state Supreme Court decision. A separate measure aimed to trim unemployment insurance eligibility for workers who quit or were fired for misconduct also advanced.

Parking change eyed near First of Greeley bank

City council considers rescinding all day permit parking near First National Bank on the street by the north side addition. Traffic Engineer Barb Huner backs limiting the change to five spaces west of Sh Avenue to two hour parking to keep permit spaces downtown. Bank President Royce Clark says the south entrance is now the main access due to construction.

Legislature Eyes Prison Reforms and Tax Debates

The legislature debated updating the prison system deciding between a new maximum security unit in Canon City or renovating existing facilities with a decision slated for the next session after further study. A severance tax was imposed but fell short of Gov. Lamm's $20 million goal. Lawmakers backed a school finance increase of $20.8 million while leaving funding distribution methods unchanged. Regulators were reviewed, some boards dissolved or merged, and key agencies like the PUC and Insurance Division were postponed for interim studies. A food tax credit draft passed both houses, offering a $16 credit to low earners and $7 for higher earners. Clark urged revoking all play permit parking along Street, Sth to 1h Avenues, restoring two-hour limits.
