A U.S. push for decisive action against Castroism faltered as hemisphere partners opposed strong moves. Uruguay joined seven nations seeking a milder approach, signaling a shift away from harsh measures and plans to quarantine Havana and cut trade.
In Denver the Senate wrangled over a new state school aid law. Motions failed 19 to 16 and 13 to 17 as delegates debated urban property tax provisions and amendments. A later vote backed replacing the plan with James French’s formula, while conflict over Cuba’s status in OAS sparked extended talks.
The Atomic Energy Commission approved a $209,000 grant to the University of Colorado for finishing and operating the school's cyclotron and for nuclear physics research. Dr. David A. Lind, project director, said the cyclotron should be completed within five months.
Over two thousand educators and administrators gathered at Colorado State College for a two day midyear conference on listening and communication. Dr Ralph G Nichols of the University of Minnesota stressed the drop in retention from listening to lectures and the overall inefficiency of listening across education, business and the professions.
Fred Ratzloff, 42, a former Casper resident, pleaded innocent by reason of insanity to charges of kidnapping and attempted murder in Colorado. He is accused of abducting 16 year old Aurora High student Sarah Lee Smith on Nov 8, beating and shooting her. she was found in a ditch the next day near Wolf Junction. Ratzloff recently recovered from burns from a Wichita gas explosion, and authorities say he planned to asphyxiate himself but triggered the blast.
Washington AP report says Duane Harms, 23, driver of a school bus, seeks new laws to prevent railroad crossing crashes after a grade crossing tragedy near Gree Joy. Harms, facing involuntary manslaughter charges, asks Sen John Carroll O’Cote to support or introduce measures to avert such disasters.
Temperatures continued to moderate Friday after an encouraging high of 34 degrees Thursday. Pacific Service Co. reported a low of eight degrees above zero for the night, while Great Western Sugar Co. noted a high of 2 degrees Fahrenheit, freezing, Thursday. Street crews completed most snow removal along Greyley streets as large piles remained stacked in fields near A Stand and Ea Ave.
AP reports a chilly Colorado weekend with widespread cold, light snow flurries possible but no major storms forecast. Eagle recorded 16 below zero, evergreen area hit cold temperatures, mountain passes warned of snow packed roads and variable conditions across travel routes.
Five bodies found at the crash site near Wolf Creek including Governor Donald G. Nutter, two state officials, and National Guard crewmen. Rescue teams reported a sixth body sighted. authorities indicated Nutter's remains were recovered as recovery efforts continued in rugged terrain. Governor Nutter, 41, had served since January 1969 and was to be replaced by Lt. Gov. Tim M. Babcock.
Four Colorado state senators led by Harl Wolvington introduced a reapportionment proposal to base representation on population. The plan calls for 65 House districts electing eight members each and 35 Senate seats allotted by population ratios, with prospects uncertain for this session but likely a voter decision next November.
