Greeley Sees Water Sufficiency for Growth and Meter Debate

W D Farr chair of the City Water Board told a joint meeting with the City Council that Greeley has a guaranteed water supply for the foreseeable future. He noted surplus water is rented to ditch companies in summer and explained annexation requires three acre feet of water per developed acre. Farr also cited a GL Irrigation Co contract giving the city first option to buy water rights, reducing future concern until growth reaches the Colorado 257 area. He argued spending 14 million to convert flat rate users to meters would waste money, since meters would cut water revenue. Engineer Underwood estimated a 10 percent reduction from meters, while Orin Shaffer said lawn sprinkling waste is typical. The panel discussed rate shifts, as meter customers pay by usage quarterly, causing seasonal income swings, and noted that a bond-financed expansion would raise flat-rate users by about 27 percent versus 25 percent for meter users.
