Disaster officials counted 259 homes and apartment buildings destroyed or damaged by a midsty dam break. Three lives were lost and 16,500 residents in 9,000 homes affected. Cause remained a mystery with possible quakes or oil-well collapses near the acens.
The Security Council unanimously recommended Zanzibar and Kenya join the United Nations as its 112th and 113th members, paving the way for a General Assembly vote. Zanzibar, a former British protectorate, and Kenya, now independent, join the Asian African group holding 58 seats.
In Cheyenne Wyoming a single engine plane crashed near the airport killing three men from Minot and seriously injuring a young woman. The victims were Walter Grenz Wil Michalko and Lonnie Dermis Cook. Pat Bever 19 was listed in good condition at Memorial Hospital. The wreck damaged nearby homes and buildings with an estimated cost of about ten million dollars. An aviation official said all four occupants were trapped and later removed. The pilot’s distress status was unclear and witnesses said the engine appeared to run smoothly. The flight had departed Minot for Denver earlier.
President Johnson signed a bill creating a federal partnership with colleges to meet rising enrollments. The measure authorizes 1.495 billion dollars over three years for construction of classrooms laboratories and libraries with 690 million for undergraduate and junior college facilities. States must allocate 22 percent to public junior colleges and technical institutes.

Fort Collins AP reports two 18 year olds died from carbon monoxide in a parked car in Wellington area. Letha Wilson a Wellington High School senior and Gerald Koffler of Pine City were named among the dead. Bodies were being prepared for burial with services planned in Fort Collins and Dickinson ND.
