The senate backed a plan to impose marketing quotas on corn and wheat. The secretary of agriculture would set quotas for each farm based on contracted acreage, with exemptions for small outputs and on-farm consumption. Production beyond allotted acreage faced a 30 percent parity tax when sold.
Tokyo asserts Japan meets U S demands for indemnity and apologies over the Panay sinking. Roosevelt's memorandum cited. Tokyo confirms formal note sent to U S ambassador with promises of measures to prevent a recurrence.
A fire early Tuesday damaged the State Highway Testing Laboratory at 1870 Krameria, causing an estimated 35,000 in damage. The blaze began on the eye and floor of the building, believed caused by spontaneous combustion, with most loss in the head testing room. A watchman, knocked down by the blast, was uninjured and alerted police and fire crews.

Washington, Dec 14. The American Federation of Labor and the CIO will ask Congress to broaden the social security act. Proposals include extending old age and unemployment coverage to all workers, including domestic and farm labor, and to those in small shops. States would fund unemployment benefits for legitimate strikes. A minimum old age pension would be set at 20 dollars a month after five years of taxed earnings, and employees would be protected from contributing to unemployment funds during strikes. The AFL predicts broad support from progressive groups nationwide.

Denver December 14 Colorado farmers income for 1937 reached a new high. Federal agricultural statistician FI Reed reported Colorado farmers earned 218,751,000 from principal crops plus government payments in the first ten months of 1937, about 23,000,000 more than the same period in 1936.
Pittsburgh December 14 Philip Murray chairman of the CIO steel workers organizing committee issued a plea for constructive action and cooperation among the nation s steel workers. Speaking at the FWOC three day national congress he criticized William Green president of the American Federation and called for unity in the labor movement.
Denver reports the Colorado Supreme Court granted Joseph Arridy an indefinite stay of execution after review delays. Arridy, 22, was convicted of the rape and murder of 15 year old Dorothy Drain in Pueblo. The high court extended the stay as lawyers pursue the case, marking a fourth postponement since his 1949 conviction.
Weather prediction for the next 36 hours covers north to northeast winds from 18 to 20 degrees, with mountain passes and Colorado conditions. Tuesday night into Wednesday look warmer in the east and cooler in the west, with lows around 12 to 28 and a light snowfall potential.
