Rail car explosion injures many in California area

Nixon signs student aid bill amid funding shifts

President Nixon signed an $872 million student aid bill for the coming college year, rejecting his proposal for most funds to go to a new program. Congress kept three existing programs, including two Nixon planned to phase out, and added $468 million for veterans education benefits and $26.8 million for small airline subsidies. The measure also promotes an $85 million push for impact aid to districts with many federal employees' children. The bill funds $270.2 million for work study, $269.4 million for low interest loans, and $210.3 million for needy-student grants, but includes only $122.1 million for the new basic opportunity grants program, far short of Nixon's $622 million request. The Senate okayed restricting grants to freshmen to stretch funds, while the House had not acted. The impact aid provision directs more federal payments to heavily disadvantaged districts, with 100 percent funding for digitally composed districts with 25 percent or more enrollment from federal property, and 90 percent for those under 25 percent.
