The Colorado governor likely must decide soon whether to sign or veto a bill claiming stream flow as a beneficial water use. The measure would permit action via statute or fail to pass constitutional muster, setting up a court fight and possible voter amendment in 1974.
Cattle in southeast Colorado and the surrounding area face heavy losses as new snow and rain hinder hay drops for about 50 000 starving range cattle. Only two of 14 National Guard and Fort Carson helicopters were airborne amid a triangular storm zone near Trinidad Lamar and Springfield. Officials vow to push the operation forward weather permitting.
A weather modification measure approved by the House was favorably reported by the Senate Agriculture Livestock and Natural Resources Committee in Denver. It requires programs to prove an overall regional and state benefit and is expected for Senate debate Thursday.
In Chicago officials cite mobile home use and industry data. Rep Clar ence Quinlan and Natural Resources Director Tom Ten Eyck call the bill an improvement. The Mobile Homes Manufacturers Association reports about 95 percent of mobile homes serve as primary residences and about 350 firms produce at 700 factory sites.
Denver AP reports Colorado briefly lacked a serving governor as Gov John Love and Dr John Vanderhoof were out of state. Senate president pro tempore Ted Strickland presided, unaware he was acting chief executive for about 30 minutes. Love planned a Nevada trip, Vanderhoof was on a Lake Powell fishing trip, with weather delaying returns.
An 18-year-old Denver youth, Michael H. Summers, died Monday when his pickup collided with a Jefferson County school bus. The fatality raises Calorado’s 1972 highway death toll to 120, versus 147 on this date last year.
