Senate military committee authorized an amendment to the reorganization bill to enlist up to 19,000 American Indians as a separate army unit. Upon discharge they would retain citizenship along with tribal rights. President Wilson nominated Victoriano Naaf for chief justice of the Philippine Supreme Court and Hugh C. Rioneto to head the U S assay office in Salt Lake City.
