Helena Dec 22 Blank forms for income tax returns will be mailed after the new year to those required to pay the federal levy on 1919 incomes. Not all liable parties are known to the internal revenue department, and failure to receive a form does not remove tax duties. The tax law sets the return duty on individuals and notes the 1919 surcharge matches 1918 while the general rate falls to four percent up to 5 000 and eight percent over 5 000.
