Texas Graduated Driver Licenses Change Teen Road Rules
The new graduated license program in Texas tightens teen driving rules to reduce crashes. Under 18 must hold an instruction permit or hardship license six months before a provisional license, with phase two restrictions including no night driving after 12 midnight to 5 am and limits on under 21 passengers. Enforcement begins Jan 1 for phase one and July 1 for phase two, with violations as Class C misdemeanors.
