Washington May 19 The decision by representatives of seamen marine engineers and radio operators to place full power in Secretary Davis to settle the marine wage controversy offered a definite prospect for ending the dispute. A tentative agreement covering wage reductions new working conditions and overtime was to be presented today for negotiation with the shipping board and government officials including Hoover. The proposal calls for about a 16 percent base cut with overtime and conditions adjustments producing a net 10 to 12 percent reduction. Cooks and stewards were not at last night's meeting but likely to follow once settlements with other unions are reached.
