Washington January 24 Proposals for government aid for American shipping drafted by the Shipping Board were presented to President Harding today by Chairman Lasker and Commissioner Lissner The plan would provide aid through a percentage of customs receipts for goods imported by American operators and through added pay for crews in the naval reserve It also calls for a quota of immigrants to travel on American ships and would limit profits of operators by law The plan is expected to form the basis of a message to Congress early next month with indirect assistance applied only when a reasonable profit is not realized without aid
