Washington February 7 1917 American general officers could not escape foreign decorations Colonel H B Lewis told the House committee investigating medal awards. He said governments ordered medals distributed through American headquarters and all general officers were given them if the count was large. Lewis said he did not know why he received the Italian war cross but that officers with the distinguished service crown were awarded. He noted many foreign honors came from high ranks held by American generals. He added no officers were assigned to make awards. Secretary Daniels testified that after a law allowed officers to accept foreign decorations, President Wilson asked the State Department to tell European governments no awards should be made. Rear Admiral Lima had accepted a decoration from the King of England and authorized Admiral Rodman and Rear Admiral Strauss to accept for the North Sea mine barrage. Daniels said decorations already accepted could not be returned. Daniels hoped no more foreign honors would be given except for courageous combat actions. Admiral Sims supported foreign honors for naval officers to bolster morale, while Daniels opposed any such acceptance. Rodman and Strauss said they were reluctant to accept and explained their assurances to the department.
