Brest mayor Goude receives the president as ships of the fleet are sighted fifteen miles offshore. The day starts gloomy but improves as the vessels approach the harbor and enter port.
President Wilson reached Brest aboard the George Washington at 1 PM and stepped ashore at 3 24 PM becoming the first American president to tread European soil. The naval pageant featured ten forts firing in salute, French and American ships, and crowds cheering as the president greeted French officials and toured toward Paris.
Washington reports three transports the Buitenzorg Amphion and Suwanee sailed from France carrying troops and civilian personnel. The Buitenzorg carried the twelfth anti aircraft battery medical detachments and 62 men, Amphion 126 civilians, Suwanee 111 men and five civilians. Additional units assigned for early return include aero squadrons air service mechanics engineers medical detachments and chemical warfare service totaling 87 officers and 7160 men.
Chile and Peru reply to the United States urging amicable settlement of the Tacna and Arica dispute. Peru asks use of U S influence to settle the matter while Chile expresses appreciation for the offer. Also weather notes for Minnesota and North Dakota with unsettled, colder conditions.
Montreal faced a night of unrest as 1500 city workers struck for higher pay. Police and fire crews joined the walkout, looting and violence followed. The trades and labor council offered mediation, while civil groups formed safety bodies and armed athletes patrolled streets. Officials hoped for a settlement, with fire and police demanding department heads be removed and a double shift system.
Washington December 18 ships with aggregate carrying capacity of 800000 tons designated to be turned over by the army quartermaster to the shipping board for return to trade routes. Major General Goethals informed Senator Smith of South Carolina of the Senate Interstate Commerce Committee.

Washington reports the American army, marching into Germany, has come to stand along the Rhine. General Pershing’s yesterday report notes no advance occurred that day. The position along the river remains the focal point of reporting as forces redeploy in the region.
Paris reports French marines have entered Odessa and were warmly welcomed by residents. Detachments seized the wireless station and expelled German soldiers from all military posts, signaling a significant Allied advance in the area.
Captain G B Lester testified before a Senate committee on German propaganda in 1914 1915 and 1916 detailing 330 German civilian employees deployed worldwide and the recruitment of Fox to German propaganda networks in the United States He noted possible Hearst International News Service involvement and questioned knowledge by Hearst editors of Fox’s German paymasters.
