Washington March 24 A cross section of electing oie conditions summariz ing reports from business Tendis was laid before the nation today by Julius Barnes chairman of the National Business Survey Conference organized by President Hoover In assembling the figures Barnes said he learned that the importance laid upon construction in restoring industrial balance has not been overemphasized and that for a revival of construction the first requirement is adequate and reasonably priced credit At the same time the federal reserve board issued its monthly bulletin on business and financial conditions saying that industrial production had increased employment had remained stationary While wholesale commodity prices and money rates had continued to decline The essentials of the Barnes report were as follows Bond issues for January and February were found to be 33 per cent larger than in the same period of last year with prices trending upward and interest rates lower than a year ago The general outlook in the investment field was termed favorable but that bankers continue warnings against artificial stimulation Bank Credit Easing Easing of bank credits was reported as making its way to the smaller centers Total bank loans were found to be increasing although slightly less than a year AEO A three per cent gain in life insurance in February as compared with the same month last year was reported and a marked increase in receipts of building and loan associations A slight increase in farm loans and a marked decrease in farm loan delinquencies and foreclosures as compared with last year was shown with funds for good farm loans stated to be reasonably available Expenditure Planned Total expenditures contemplated by public utilities for new equipment and new construction were set at 3 250 000 000 compared with 2 862 000 000 last year Improvement was noted in the Wynstruction industries except the field of residential building Contracts awarded the week Continued on page two.
