Charleston dispatch reports Governor Kump extended the WV legislature's regular session beyond its March 8 end date to March 15 due to budget delays. A companion measure seeks to extend to March 31 amid opposition and uncertainty over the budget bill and a pending constitutional tax limitation debate.
New York bankers discuss publishing principal gold hoarders to expose ownership during the mid moratorium. Since 1915 the Federal Reserve Bank has recorded names of those withdrawing large amounts of gold, with banks and government holding the data. Some propose a progressive tax while others favor publicity to mobilize elimination of idle gold. Continued on Page Six.
Federal charges of kidnaping were filed in Denver against Carl W. Pearce Arthur Youngberg Gordon Elkhorn Ruth Kohler Verne Sankey and Verne Sankey. One suspect Youngberg attempted death by his own action by slashing his wrists when found at the hideout in South Dakota. The gang held the broker for sixteen days and collected a 60000 ransom. The cases will be tried under the Lindbergh law with possible prison terms varying by the judge.

Washington March 8 A Treasury summary lists fourteen regulations issued so far. It notes banks and reserve banks may make change but cannot withhold gold or gold certificates. It also states that safe deposit boxes and safes may be opened.
President Roosevelt plans to ask Congress for broad powers to carry on banking control until permanent reform legislation is enacted. He will issue a proclamation after the four day holiday ends renewing control over the gold supply to guard against hoarders and raiders. The treasury has drafted a currency plan replacing scrip, with temporary certificates tied to bank assets.
AP reports Japan presses withdrawal from the League of Nations after seizing a pass south of Jeo City. The cabinet, with emperor approval, drafts a note to be sent by March 20 calling for permanent withdrawal. In Peiping, Tang Yu-Lin, governor of Jehol, is said to have been arrested at Hsifengkow pass with unconfirmed rumors of his death.
In New York a man in a blue overcoat with a peculiar laugh shot and killed Sam Cari, taxi driver, after a Brooklyn trip from Manhattan. The killer fled after a four shot assault, leaving Cari to state he had no known enemies as police pursue the suspect.
Washington reports a new plan for enforcing Prohibition directs the federal government to focus on liquor manufacturers and transporters while speakeasy prosecutions are transferred to the states. Amos W. Woodstock, enforcement director, announced the change effective immediately as Congress expands restrictions.
Henry Francis Hoffman, 27, a sailor, announced he chose a 14 year old boy to stay with him and declared he planned to kill someone and be hanged for it. He telephoned police and confessed to killing a youth identified as J. P. McDonald Jr. The body was found in a hotel room after officers were directed there. Hoffman is under observation for mental condition.

Indications suggested Roosevelt would include key points of the plan in his congressional message Thursday. Douglas, sworn in as budget overseer, sought ways to balance receipts and outlays as White House aides prepared for further talks.
