London officials disclose Britain plans to purchase nearly 1,000,000 tons of coarse grains from Russia over the coming year. Informants say a barter element began in Moscow last week ahead of Britain’s three month halt on dollar spending. Talks for a one year British Russian trade pact have been ongoing.
The National Coal Association estimated bituminous production last week at 1,365,000 tons, far below the normal 11,000,000 tons. The drop reflects strip operations and small nonunion mines. United Mine Workers returned to a three day week under John L. Lewis during contract talks. 1949 year-to-date output stood at 259,968,000 tons versus 287,877,000 tons in 1948.
The Senate Appropriations Committee trimmed agency cash and contract authorizations for the fiscal year, keeping the House total at 1.09 billion. A 76.9 million reduction follows the budget estimate of 1.167 billion. In Marietta, a rural youth national conference was set for Jackson’s Mill West Virginia October 13 to 16 with committee plans to discuss.
Representatives of Wheeling Steel Corporation and the CIO United Steelworkers Union met again today to push for a new contract. Negotiations began weeks ago and resumed yesterday with both sides declining to comment on the results.
The jury in the Hiss case resumed deliberations after requesting instructions on corroborative and substantial evidence. The 12 jurors, 10 men and two women, deliberated for six hours and 40 minutes yesterday and two hours 11 minutes today before being locked in overnight. Judge Kaufman prepared to read the requested portion of the charge as Mrs. Hiss and Clifford Hiss waited in the courtroom.
Lonnie Hinerman prepared today to seek a supreme court appeal from his conviction of statutory rape of a seven year old girl. Circuit Judge Lloyd Arnold denied a new trial and imposed a maximum 20 year sentence with a mercy recommendation. Bail set at 10000 pending appeal. Attorney Martin Brown plans to seek review and arrange bail by weekend. Meantime Brown moved for a new trial for Raymond Shipley who faces unarmed robbery charges in a Moundsville store holdup and another alleged robbery involving claims of being among 14 convicts at large.
Insurance Commissioner Robert A. Crichton announced the appointment of Roy M. Wehrle of Charleston as deputy handling life health and accident insurance and Hugh N. Mills of Ravenswood as deputy for casualty and fire insurance. The office had no deputy since Harlan Justice resigned April 15.
Taylor County announces seven playgrounds will operate from July 11 through August 5. Crafton Senior High field will serve as central site with morning and afternoon sessions. Congress sent a ten billion dollar long range housing bill to President Truman after swift Senate approval and House consent by voice vote. The measure funds a vast clearance program and farm housing aid plus ten thousand public housing units, marking his first major domestic victory. Taft opposed on other fronts but no debate arose in the Senate. A related bill to expand federal aid for private home construction was also introduced by Spence and will be heard soon.
Lee Buddy Scott, a Roanoke high school athlete and Eagle Scout, was sentenced today to 99 years in the state penitentiary in Richmond for the church slaying of his classmate Dana Marie Weaver, 16. Judge Dirk Kuyk overruled a defense motion to set aside the first degree murder verdict.
Roy Arnold Wood, 23, a Baltimore bricklayer turned murderer, killed a police officer last year and faced a death sentence. In a penitentiary cell, he hanged himself less than 90 minutes before he was to be executed. Penitentiary chaplain Father Joseph Ayd administered Catholic rites for the dying, noting the condemned man failed to respond correctly. Warden Edward Swensen was alerted as they found Wood lifeless.
The Police Civil Service examination has been postponed from July 15 to July 22. Chairman Paul B Malone of the Police Civil Service Commission says the test will be held at 9 a.m. at City Hall on Friday July 22 while he is vacationing in Canada.
John Foster Dulles arrives to fill the Wagner vacancy in New York for a brief period, expected to serve until December 1. Gov. Dewey appointed him as Republicans search for a November candidate, with a special election potentially deciding the rest of Wagner’s term ending January 1951.
The Baltimore and Ohio railroad asked the Public Service Commission to discontinue one daily passenger train between Morgantown and Grafton citing a $20,000 yearly loss since 1947. The petition also seeks to close agency stations at Porters, Clay County, and Copen, Braxton County, while another round trip would continue.
The State Department ordered a protest to high Chinese Communist authorities at Shanghai regarding the jailing of USS vice consul William M. Olive. Instructions were sent to the American embassy at Nanking and consular officials at Peiping to present the protest. Olive was arrested on traffic violations and faced related charges.

In a South Side basement a 15 year old led a brutal initiation for a young boy. Robert Munday claims the death of neighbor Whitey Laux was accidental after a noose around Whitey’s neck snapped during a club ceremony. Police say Charles Munday’s initial story cannot stand. Both youths detained for questioning as investigators review the horrific events.
A World-Herald reporter Joan Moss described a dramatic Omaha incident where Mose Gatson Jackson threatened to explode his gas filled house during a one hour phone ordeal. A nurse used a quiet approach to avert violence as police arrived and he struck several matches without lighting them.
George W. Carver of Route 2 was arrested on non-support charges by Constable R J Osborne. He was granted a hearing before Magistrate Ona C Jefferys and agreed to pay Mrs Norma Carver $30 monthly. He was released on own recognizance.
