The 6,200 ton British freighter Lord Church rolled helplessly in mountainous seas 300 miles south of Newfoundland. Her superstructure wrecked and two of her 28 crew injured. Local reports place the incident in the open Atlantic as rescue efforts were underway.
Grafton City Council gave first reading to amended Ordinance No. 217 on hospital administration after a breach of contract ruling. City Attorney Allender urged publication and a second hearing set for December 22 while little public comment occurred at the water tank project meeting.
The Ford Foundation awards total half a billion dollars nationwide with West Virginia allocations to numerous colleges and hospitals. Named colleges include Bethany Davis & Elkins, West Virginia Wesleyan, and others. hospitals span Buckhannon Charleston Clarksburg Huntington Martinsburg Morgantown Wheeling Parkersburg and more. NEW YORK Ford Foundation grants announced to hospitals include the Rockefeller Institute for Medical Research in New York City receiving 20500 dollars and the A I Dupont Institute of the Nemours Foundation in Wilmington Delaware receiving 28300 dollars. The spokesman said the list covered all hospitals accredited by the American Hospital Association. A Rockefeller Institute spokesman said they were informed they were eligible for the grant.

Two Kingwood lawyers admitted mailing religious pamphlets to jurors in a murder case. Doyne Halbritter and Leslie Halbritter were fined 50 each by Preston County Circuit Judge Melvin C. Snyder. Doyne defended Odette Rodeheaver, indicted for fatal shooting. she was convicted of involuntary manslaughter and is serving a one year jail term. Pamphlets resembled the Rodeheaver case and were sent to jurors, prompting a jury discharge and a new panel. An investigation followed.

Washington reports President Eisenhower urged 19 Democratic congressional leaders to back his 1966 foreign policy and defense programs. Martin Jr. said vist showed a fine bipartisan spirit, with no discussion of a fix for next year. A Baltimore and Ohio freight derailment near Manning involved two engines and 18 cars from train 97, blocked the line between Cumberland and Columbus, with no injuries reported. One diesel and a steam unit plus tender toppled, 18 cars derailed, line cleared by morning as Wheeling Division train 343 resumed normal service.
The state Employment Security Department says a recent Supreme Court ruling on its operating procedures will not reduce the compensation fund by millions of dollars as first feared. After further consultations with attorneys, DEC Director Cabell S. Davis said the decision applies only to the single case decided by the court on an appeal by the Island Creek Coal Co.
President Eisenhower appointed the Presidential Emergency Board to avert a strike by 12 railroad operating unions. It calls for a retroactive 14 cent hourly increase for 740,000 clerks telegraphers maintenance and other non operating workers starting December 1 and an additional two cent pay rise effective March 1. The board also urges full railroad funding of health and welfare insurance. The recommendation is nonbinding but both sides pledged no unilateral action during an 80 day cooling off period.
