Officials say the high figure is preliminary and expected to drop to 5 to 10 percent. Key lessons urge men to seek leaves to finish exams and for local board doctors to tighten understanding of regulations. Initial nationwide sampling shows over 30 percent rejected for medical reasons, with bad teeth, mental deficiencies, poor vision, and foot problems as major causes.
