First Trial of New Ballot Form in Thirteenth District
The January 11 special election in Pendleton Randolph Upshur and Barbour counties will choose a successor to W D Talbott of Buckhannon who died in the last session. The new ballot form requires party names and residences in separate columns, with emblems to be certified ninety days before an election, though the 90 day rule cannot be met for this district. The likely party emblems are an eagle for Republicans and a rooster for Democrats, while the district may adopt emblems for the upcoming general election. The article also notes council actions on related bills and other public notices, plus brief medical and public interest items.

National Guard Must Increase State Units to Meet Dick Bill
The War Department requires states to restructure and expand national guard units to match the regular army under the 1903 Dick Bill. Our state now has two regiments with bands, nine and eight companies, some below minimum strength, risking loss of federal funding without reorganization and seven new companies.
