Dravo Corp. was awarded the 600 foot lock and dam project on the Monongahela at Morgantown West Virginia. The bid of 6 343 650 was the lowest of five opened by Army Engineers. Government sets 990 day deadline with 300 daily penalty for delays.
West Virginia Labor Commissioner Charles J. F. Sattler announced a voluntary arbitration plan to prevent strikes. The scheme envisions a state arbitration board with three, six, or nine members from labor and industry, whose binding rulings would settle disputes unresolved by management and workers. He noted public support from labor and industry, pending post election mailing of questionnaires and concerns about Taft-Hartley act provisions on bargaining agency elections.
Miss Mary Cassavia of Simpson, learning to drive on a learner permit, crashed a 7 Ford coupe owned by Junior C William at Baltimore and Ohio Depot Square on Main Street. She failed to negotiate a curve, drove through the guard rail at the bus stop, causing substantial car damage. No pedestrians were injured. Repairs to the guard rail were underway. Williams accompanied her, per Monon gah division officials. Patrolman Robert H. Taylor Jr. investigated.
Russian military police and a Communist controlled German force raided the American sector of Berlin near Potsdamer Platz, arresting about 600 Germans and seizing five policemen. The operation, conducted in open trucks with Soviet escorts, drew jeers as they withdrew and left a crowded square to a new round of black market activity. It remains unclear if the raiders crossed the zonal boundary. no clashes with British forces were reported.
President Truman directs Attorney General to seek an 80 day injunction to stop an imminent strike by 45,000 east coast dock workers after a fact finding board found management and the AFL Longshoreman's Union failed to agree. The strike was set for midnight Saturday and the action pursues relief under the labor relations act.
Senator Revercomb and Representative Ellis will speak at ground breaking ceremonies for the Point Pleasant flood wall, a 2.5 mile concrete and earthen levee project with $2.5 million total cost and $1.3 million already appropriated by Congress to curb repeated floods at the Ohio and Kanawha rivers confluence.
Charleston Aug 20 The West Virginia military district estimates 1091 more war dead will be returned to the state by year end. Monthly totals include August 227 September 297 October 142 November 305 and December 120. The program is progressing well thanks to veteran posts and National Guard units supplying honor color guards. The district will aid families in planning burial services.
A 1938 Dodge sedan, possibly carrying two men, plunged into the Tygart Valley river near Dr Paul P Warden maples avenue last night but the occupants climbed out unafflicted. The car remained a total loss per Stevens Brothers garage and tow crews retrieved it by 4 30 am. West Virginia license 125 188. Witnesses say the vehicle rolled twice before entering the water. By noon no owner had claimed the car. Also: warmer Saturday forecast with fair skies and relief from daily rains, noon 76 degrees, low 56 overnight, high 83 yesterday.
Governor Meadows leads official party as thousands stream into the Lewisburg state fair for West Virginia Day. Officials projected a record crowd near 33,000 for the day with yesterday’s fair results listing walking horse fowls top three all won by 8. P. Preston of Lewisburg and notable horse winners including Midnight Star at Elizabeth Phillips Philippi and Miss Glamour at C. E. Compton Clarksburg.
The government imposed tight new rules on easy credit affecting consumer goods from 50 to 85 000 dollars, effective September 20. Down payments, payment schedules, and loan types are restricted, with penalties for violators. Ordinary charge accounts and some personal or housing loans avoid the limits. The policy, a Truman administration anti inflation move, drew mixed reactions from consumers and businessmen.
Ex Marine Earl Brown Jr his wife Hazel Brown and John B Bigler face kidnapping warrants over the hijacking of a livestock truck near Morgantown. They allegedly aided in stealing 70 calves and transporting the livestock to Preston County. Arrests were made in Clarksburg. Conviction on kidnapping carries 20 years to life.

The United Nations Security Council warned Arabs and Jews to avoid further violations of the month old Palestine truce. Responding to fears from mediator Count Folke Bernadotte that Jerusalem tensions were spiraling, the council voted the warning.

Morgantown portions of garbage collection and street maintenance resumed after a week long walkout. Officials report about half the workers returned yesterday while picketing persisted at city hall and the city garage. The stoppage began when the council refused recognition of United Mine Workers District 50 as the workers' sole bargaining representative.
General Hoyt Vandenberg airlifted to National Airport after a B-17 suffered an engine failure over the Atlantic. Also aboard were Eugene M. Zuckert Maj. Gen. W F. McKee and the pilot reported one engine failed. Vandenberg had been returning from Europe to attend a joint chiefs conference at Newport Rhode Island. Secretary Symington was not aboard.
Three ex New Deal lawyers Lee Pressman John Abt and Nathan Witt refused to answer a congressman’s questions about alleged prewar Communist underground ties. Rep Nixon said the witnesses declined on grounds of self-incrimination and constitutional rights behind closed doors after being questioned about Chambers testimony accusing them as leaders in a Red apparatus seeking to place Communists in federal jobs.
Buckhannon group led by Dave Casto to provide music for the B P O Ellis lodge ballroom dance starting at 10 pm Saturday. Event is membership only and a large crowd is expected.
At the West Virginia Bar Association’s 62nd annual meeting in White Sulphur Springs Aug 20, Dr Albert S Kemper of Bluefield urged maintaining high admission qualifications to protect the profession from other fields. He warned against complacency noting West Virginia’s standards may top national levels and called for continued education requirements while crediting the integrated bar with progress but not rooftop claims of achievement.
Washington moves to strip the Soviet consul general in New York of his post over the Kosenkina affair and demands Russia remove him. The United States rejects Soviet claims that teachers were abducted and states they wished to stay. The note asserts U S law protects both nations and individuals, while delaying credentials revocation to allow prior duties to conclude.
Taylor County Circuit Court drew 40 petit jurors for the September term.
