President Eisenhower announced plans to nominate Neal H. McElroy, a Cincinnati soap manufacturer, to succeed Charles E. Wilson as secretary of defense. NEW LONDON Conn A board of inquiry from Atlantic Fleet Headquarters will investigate the underwater collision of two submarines off the New Jersey coast. The vessels Tusk and Cobpler collided at 439 am EDT Tuesday about 100 miles south of the base. No injuries were reported, both subs remained afloat and the crews were unharmed.
