Judith Korb Shes, 26, a UC Berkeley student, was critically wounded by a bullet in the abdomen. Parviz Dargovsh, 27, an Iranian journalism student, surrendered on an open charge, saying he could not stand her changing affections.
In northeast Philadelphia a man shot his estranged wife and then killed himself in a small luncheonette where two women witnessed the grisly scene. The dead are Mrs Jean Weiner, 50, and her husband Abraham, 55. Police said a note left at the soda fountain explained the visit aimed at reconciliation.
State Schools Superintendent W. W. Trent announced the appointment of L. B. Robinson of Cower to Webster County Board of Education. Trent said the other four members had not acted within 30 days to fill the vacancy from Frank Jordan's resignation, and he was required by law to appoint.
Taylor County four levying bodies convene to fix tax rates and adopt the 1949 50 budgets. Bodies include the county court board of education Grafton city council and Flemington town with sessions in morning and evening. The county court will finish its budget by mid afternoon none bond levies due to sinking funds.
Charleston Health Commissioner N H Dyer stated there is no cause for hysteria over poliomyelitis in West Virginia. He noted rising case frequency but falling fatalities, urged calm and hygiene, and warned peak season may bring some deaths. He listed polio as ninth among communicable deaths in the state with 14 reported.
Clarksburg reports Harrison county's third infantile paralysis case. Victim identified as Billy Wilson, 14, of Lumberport, son of James and Mrs. Wilson. Another patient, Marya hospital patient William B. Hicks, five, of Buckhannon, under treatment.
Washington reports the White House will be renovated rather than replaced. Sendler McKellar of Tennessee announced after a White House session that Congress allocated 5 million dollars for the work. President Truman noted rebuilding might be cheaper but residents want to preserve the building for sentimental and historic reasons. The commission will retain the mansion as is, opposing a new structure.
The House approved an annual 112.6 million dollar increase in veterans pensions and disability payments in a vote without opposition. The measure raises World War I disability coverage, expands dependents allowances, and liberalizes service connection rules, with first year cost about 112.6 million and no definite future-year estimate. The bill, sent to the Senate, details steps to increase rates and extend benefits for tuberculosis cases and related disabilities.
London reports that Miss America Bebe Shopp 18 of Minnesota begins a 33 day tour of Europe to promote clean thinking and natural figures. She dismisses wearing falsies, says girls should be themselves, and plans appearances at Deauville Cannes Venice Lido and Lisbon bullfight to end her reign.
Taylor County Board of Education will convene at 8 p.m. to appoint elementary school teachers for the county and name janitors for various schools. High school teachers and principals for both high and elementary schools have already been announced by Superintendent R. Virgil Rohrbough.
West Virginia State Police report 29 deaths on highways last month, down from 36 in July 1948. For the first seven months, fatalities totaled 189, compared with 260 in the same period last year.
A fire in Whitesville destroyed a motor sales garage and showroom and severely damaged a bullring. Loss surpassed $32,900 with flames also affecting a billiard parlor and restaurant. Origin undetermined at 9 a.m. Firefighters contained the blaze in about 30 minutes and saved a nearby Toby Kinder family residence.

President Truman cleared the way for two major nominations as Attorney General Tom Clark moves to the Supreme Court and Senator J Howard McGrath of Rhode Island accepts the key cabinet post. McGrath’s move may spark bids for a seat on the tax handling finance committee by Senators Stennis and Kerr.
West Virginia farmers saw cash receipts rise from 33,483,000 in the January May period of 1948 to 33,906,000 in the same months of 1949, while national funds declined from 10,350,506,100 to 9,819,190,000, continuing an upward trend for the state.

The Taylor and Preston counties jointly opened a new health unit in the West Grafton school building with C D Moser as county health physician for both counties. H E Rooker was named full time sanitarian, Frances Tivy the health nurse, and J B Baker advised on the new post. A clerk for headquarters is to be named, and equipment is housed in a temporary room while school alterations proceed.

Mr and Mrs John W Efaw welcomed a son born Saturday at 11 30 pm weighing seven pounds seven and one half ounces. Mr and Mrs Paul Lin welcomed a daughter born Saturday at 8 15 am weighing seven and a half pounds. Mrs Ray Poe welcomed a daughter born Saturday at 2 48 pm weighing five pounds fifteen ounces.
