Court sustains board rules in grain futures contracts
In a Chicago case Thomas Page? appellee vs W M Talley and others the court upheld the enforcement of contracts for future delivery of about 14 000 000 bushels of grain with less than 2 percent actually delivered The ruling rejects the argument that the wagers against non delivery voids the debts finding no clear intent to settle obligations by paying or receiving the price difference between contract and market prices and that the transactions were not wagers and void.

Disfranchisement of Poor Russians Casts Vote Bid
A sweeping senate interpretation of a new election law disfranchises thousands of poor Russians and rail workers including railroad personnel and engineers. The move follows a prior ruling and aims to shrink the socialist base, threatening to limit the electorate and hinder a second parliament. An official from the cabinet doubts reforms will yield a less oppositional body and suggests possible early dissolution and revision before a third election.

Taft western tour underscored party rifts in nomination fight
On his western speech tour Taft warned Hearst’s possible governor bid could overshadow Beynon in the Democratic contest. Regular Republican Knox Moody and Knox spoke in Pennsylvania supporting the ticket while Berry pressed charges of overcharges in completing the $18 million State Capitol. Carson expects proof to suffice. Cortelyou plans to retire as RNC chair. Indiana’s Tarry will likely take the post. Philadelphia papers cite Swolley’s alleged $5000 payoff to attack Morry.
