The regular meeting of the common council was held Monday evening and adjourned to form the first session of a three week period. The body began plans for upcoming municipal actions and potential ordinances.
City council in regular session approves widening Middlebury Street township road at owners’ expense with bids to be opened May 21. Street work includes Elm tree removal, cemetery work funding, bridge paving, and alley reconfiguration. Smallpox report for Goshen College reviewed. finances and sidewalk moves discussed.
Authority given to remove underbrush and trim shade trees precedes sidewalk construction in the former circus grounds area. Objections to Carolina poplars on Middlebury street prompt removal before street paving. Miss Clara Ruch of Elkhart underwent a highly serious operation at Mercy hospital in Chicago to repair a leg injury from a fall on an icy sidewalk more than two years ago. Necrosis kept the bone ends from knitting. surgeons aimed to join live ends and expect healing in a cast for 14 weeks. Dr Kellogg Speed performed the two hour operation. Miss Ruch is cousin to Miss Marietta Meyer of Goshen and Nappanee.
Funeral services for Mrs Eliza Jane Starr will be held tomorrow at 3 PM from the residence of her son Martin V Starr at 405 East Lincoln Avenue. Reverend Harmon of the First M E Church will officiate and burial will be in Oak Ridge.
Contractors working on Elk Hart County fair grounds report delays due to material shortages. Work cannot be completed until late next month.

U S government investigates the Manitoucl a suspected American steamer, linked to carrying supplies to a German submarine, as authorities scrutinize wartime transport activity and possible breaches of neutrality.
