London reports Britain holds concrete suggestions from informal Wilson era talks that clarify the freedom of seas concept. The British government insists on maintaining the right of search, the contraband law, and enforcement of the blockade, despite Wilson's proposals.
Paris reports a departmental council decision to invite President Wilson to visit the birthplace of Marquis de Lafayette at Chavaniac. The plan includes covering reception costs with 100,000 francs and invites President Poincaré and Premier Clemenceau to accompany him.

Amsterdam dispatch reports that discussions on prolonging the armistice with Germany will start in Treves on December 12. The Rhine shipping is now entirely under the control of the Allied Shipping Commission.
The Belgian foreign minister states that the peace conference will target not only Germany but also Holland, a claim printed by Antwerp’s Metropole. The report comes from London via Wireless Service on December 11.
Berlin reports that the German cabinet sent a wireless message to the Soviet government asking it not to send a delegation to Berlin for the December 15 conference. The German reason cited was the present situation in Germany.
Count Czernin, former Austro Hungarian foreign minister, spoke in Vienna about his efforts and Austria’s aims to end the war. He outlined problems to be settled before peace and urged disarmament among nations. He blamed the Brest Litovsk treaty on German military leaders and portrayed Gen Ludendorff as blocking peace on several occasions.
The George Washington transport carrying President Wilson and party altered course after leaving the Azores and is due in Brest Friday morning ahead of the previously announced time. He will depart for Paris at 4 PM after arrival and heavy preparations and decorations were set up for the visit.
New York December 11 Mayor Hylan acting as police magistrate held Timothy M Williams president of the Brooklyn Rapid Transit Company and several employees including a motorman partly responsible for a wreck that caused significant loss of life.

Marian Radckowski of South Bend died of pneumonia at Camp Zachary Taylor Kentucky on October 17. His father learned of the death when insurance papers carried by the deceased reached him from Washington D C. He then inquired and was informed the death occurred October 17. Details are not known.
Peter Demetrazopoulos, 39, of Elkhart, is in serious condition after swallowing a quantity of carbolic acid mistaken for olive oil. He worked as a cook at a New York Central railroad shanty and sought treatment without checking the bottle.
Ten million American boys and girls who are Junior Red Cross members will stage Christmas bazaars across the United States during Christmas week.
Mrs Catherine Ott 76 died at her home four miles northwest of Ligonier after a paralysis stroke. Survived by three sons J W Ott Solomon's Creek Albert Ott Millersburg D E Ott and three daughters Mrs Frank Rink Millersburg Mrs Wm Chiddister Millersburg and Mrs Minnie Miller Detroit. Funeral Friday 10 am at Springhill church with burial in Solomon's Creek cemetery.
Complete proceedings of the reconstruction and readjustment conference held at the state house November 26 have been published in pamphlet form.
R. C. Black of Warsaw and Crawfordsville, who was recently sent to Goshen as operator at the Western Union Telegraph Co. office, has resigned and will return to Warsaw Saturday.
The Society of Indiana Pioneers convenes its annual meeting at the Columbia hotel in Indianapolis this evening. The event gathers members to discuss society affairs and celebrate regional pioneer history.
James A. Bonney, aged 83, a pioneer piano and violin teacher in Indiana, has died at his Brownsburg home. He trained many local musicians and influenced regional music education.
Albert Schamberger, 40, of Defiance Ohio, a laborer, attempted hanging with suspenders in Garrett city jail. After failing he tried to bump his head on a cement wall. He had worked in Garrett last summer and was found talking to himself at the Baltimore & Ohio station.
Northern Indiana schools suffer time losses due to the influenza epidemic as Dr. Horace Ellis notes. The state board considers adjusting college and university requirements next September. Madison Bartholomew Lagro Cass counties report new cases. statewide total reaches 2,116 across 36 counties.
Two wills were filed for probate in the Elkhart circuit court. Vesta Antoinette Hascall bequeathed her residence and securities to her sister in law, with her 1931 will later codiciled to share equally with May Has call and her three nephews Milo Maxfield Frank Noble and Hubert Edson Has call. Jacob Blough left his estate to his wife Alice if she remains unmarried, otherwise divided by law. Frank E Blough is executor, with witnesses A S Menaugh and Fred Jessup.
Miss Blanche Bigler, 31, died at her parents home two miles north of Goshen after ten days of influenza pneumonia. She is survived by her parents, two brothers Ray Bigler of Goshen and another Ray Bigler, and a sister Mrs Frederick W Ponko of Goshen. She was to marry Theodore Weldy. Funeral at the family home tomorrow at 2 PM. Rev Forney and Rev Hess officiate. Burial in Oak Ridge cemetery.
Richard Barratt of Elkhart died from inhaling gas from a coal stove in his rooming house. He left a will valuing real estate Liberty bonds and war savings stamps at about 5000 dollars. A cable to L A P Barratt in Ashford England brought no reply. Barratt had no other relatives in the United States. Mrs A A Cober of Williamsport Pa is his late second wife’s mother. Cober relatives are ill and cannot attend the burial.
Arthur Ernest filed suit in the circuit court here seeking a divorce from Irene Ernest. He recently returned from France where he served with the American expeditionary forces.
The Thursday afternoon gathering at Trinity Lutheran Church has been postponed indefinitely due to the influenza epidemic.

Prices of many items have fallen from wartime highs. Glycerine drops to 31 cents per pound, camphor to $3.20, and potassium bromide to 78 cents. A few months ago glycerine sold for 75 cents. It is expected most drugs will return to normal prices soon.
Thomas J. Foley aged 52, longtime general manager of the Illinois Central railroad, died at his Chicago home. He previously lived in Fort Wayne where he began as a telegraph operator at 12 and became a train dispatcher at 15, later serving as assistant train dispatcher before leaving Fort Wayne in 1895.
Camill F Clarevs of Mishawaka receives a monthly pension of 17 dollars. The Daily Democrat notes a weekly 12 cent rate.
Gov Goodrich selects six members for a nonpartisan commission to draft a new primary election law and revise the absent voters measure. The panel includes judges Gould Norton and chairs White Chambers Murphy Gilespie and VanNuve lead Republican and Democratic allocations. They will meet in Indianapolis next Monday to seek views from prominent state politicians and consider delegate conventions and cross party proposals.
The Elk Hart General Hospital association reports Dec 11 1917 to Dec 1 1918 with a $2 004.02 balance on hand and total receipts of $59 304.85. Direct income was $44 503.95 from hospital work, donations $374.09 and $6381.52 other. A $4 500 loan was made. Disbursements totaled $57 300.21, including $7 700 on indebtedness and $2 289 in bond interest. The debt stands at $34 500 with $32 000 in bonds. During the year 527 patients were treated and 38 remain. Pay patient days total 1 200 and free days 639. Weekly cost per patient is about $20.80, with average weekly income per patient $21.27.
The War Department released a special summary showing 38 257 influenza related cases in army camps and military centers through December 1 1914 with about 17 006 deaths from all causes at military stations during September 4 to December 1 1914. Medical authorities estimate around 2 000 deaths were from causes other than influenza and pneumonia. Funeral services for Frank Brumbaugh head of Elkhart Bridge and Iron Works were held at St Pauls M E church Elkhart with many fraternal order members attending. The Brumbaughs remain to decide burial plans. Elkhart Bridge and Iron Works plant to reopen tomorrow after closure since last Saturday.
Two Laporte girls aged 17 and 13 who were wife of a soldier in France admitted four months of letters with two Camp Custer soldiers. They met the quartet in Michigan City by appointment and were identified by police as Mrs. Jessie Elkins and Miss Helen Schoff. The soldiers Wil Ham Allen 27 of Winitta Oklahoma and William Adair 30 of Centralia Oklahoma were jailed.
Campaign placards have been hung in all retail establishments as an organized fight against influenza begins to gain momentum.
County Health Commissioner Brackwell says all possible steps are taken to stamp out influenza. Placards warn the public as Elkhart reports many new cases and several deaths. Elkhart Mayor Foster urges cancellation of gatherings while City Health Officer Irvin attends a Chicago conference.
The Woman's Franchise league of Indiana outlined its legislative program for the coming session. Peru will move headquarters to Indianapolis and be based at the literacy commission office in the statehouse. Executive secretary Miss Kate Coax and state president Mrs. Richard Edwards will be in Indianapolis. Terre Haute chairwoman Miss Helen Benbridge will be there much of the time. Other members from across the state will assist as needed, with Indianapolis women playing a major role in the legislative activity.
Mabel Geddes sues Minnie and Jonas Whitmer and Louisa Opperman in Superior Court seeking foreclosure and judgment for 700. G. P. Gillhooly on account against Mr. and Mrs. James A. Peak for about 500 is before a jury. Helen Copenhaver and Harvey Copenhaver are divorced.
William Bayard Hale born in Richmond Indiana and educated there. He finished high school and studied at Earlham College but did not work in newspapers there. He moved east and began literary work after leaving Indiana.
The Indiana state board of charities has recommended measures to the Indiana General Assembly. The legislature begins in Indianapolis on Thursday January 2, 1919 and will run for 60 days.
A seven pound son was born to Mr Louis Shellenbarger and his wife. Both mother and baby are reported to be doing well.
