U.N. Security Council OKs force over Iraq crisis

The United States led a 12-2 vote authorizing military action to oust Iraqi troops from Kuwait if Baghdad does not withdraw and free hostages by January 15. China abstained, Cuba and Yemen opposed, as the council issued an ultimatum amid global pressure and warnings of possible war. Strengthened by ministers’ meeting, Bush and Baker framed the decision as a clear international demand for Saddam Hussein to retreat.

Winter war with Iraq would favor American forces due to cooler conditions and advanced technology, though risks include weather swings, seas, sandstorms, and potentially more deadly chemical weapons if used. Analysts cite UN endorsement and timing around Jan 15 as key context amid broader debate on sanctions versus military strike.
