Farmers and officials warn wetlands regulation creates hardship as land development and pond projects require permits from multiple agencies. Pennsylvanian officials note growing integration of wetlands rules with broader land use, threatening delays and possible compensation concerns for farmers.
Richard J. Bell Jr of the Pennsylvania Department of Transportation announces weekly repairs for May 7–11 1990. Projects include mechanized patching on SR 3017 SR 234 SR 4006 SR 4012 SR 4003 with temporary delays, base sub-base repair on SR 3010 and SR 3018, crack sealing on SR 0097, manual patching on SR 1015, and pondtown Bridge repair on SR 1005 Latimore Valley Road closing the bridge temporarily.
In Adams County, the planning office notes a major change with DER Chapter 71 on wetlands and land development. The new rules require delineation of prime soils wetlands floodplains and potential historical resources and address endangered species impacts. Officials expect broader regulatory integration and increased workload as the module forms roll out.
