Prevention seen as key to fighting drug abuse Riggs says

Richard Riggs newly appointed director of Adams County Council on Drug and Alcohol Abuse told about 15 parents at Gettysburg Concerned Parents Forum that prevention is essential. He urged proactive school and community programs tailored to age, environment, and changing needs, and warned that scare tactics fail while factual education can prompt curiosity and educated use. Sullivan contends safety fears and threats prompted his requests. Miller cited discretionary authority and lack of governing guidelines.
