Reagan urges Congress to shift welfare programs to states

President Reagan asked Congress to transfer 47 billion dollars of welfare, food stamps and related programs to state and local governments over eight years starting in October 1983. The plan would also shift financing by moving tax receipts and federal revenue to pay for the programs, with a grassroots trust fund to distribute 28 billion annually to states. The proposal aims to make government more accountable while denying new tax increases this year. Political leaders praised or warned of deficits, with House and Senate leaders cautious about passage.
