Warren Stouck, president of the Adams County Builders Association, predicts a summer boom if rates drop from 17 percent toward 13 to 14 percent, with commercial work helping weather the housing slowdown. High costs, limited land with adequate sewer, and slow sewer expansions could limit gains, while multi family housing and townhouses emerge as a trend.
