Planning apathy plagues Adams County planning efforts

Adams County commissioners and planning staff warned at a public meeting that residents and some officials underestimate radical growth and traffic study needs as the county updates its comprehensive plan. The plan, replacing a 1972 document, seeks a broader transportation chapter funded by a $13,009 grant and a cost around $45,000 with a third shared by the county and state, and a third by municipalities, many of which balked at per capita contributions.
