The White House briefs Congress on a 1.6 trillion spending blueprint promising 144 billion in five year savings by abolishing or consolidating hundreds of programs to trim the deficit and fund tax relief. Republican and some Democratic critics doubt the plan’s depth and scope.
A former Adams County man, Mark Newton Spotz, 23, was arrested in a Carlisle motel after a spree that left four people dead. He allegedly killed his brother Dustin Spotz, then two women in Schuylkill and York counties, and a fourth victim near the turnpike. A 17-year-old woman, Christine Noland, was with him at the motel. Authorities say Spotz was on parole and has ties to extremist groups. Police credit cooperation among agencies for the arrest.
Carlisle arrest highlights Mark N. Spotz connected to four central Pennsylvania killings and a 1992 murder case in Adams County. He testified he sold a 12 gauge shotgun used to kill Doreen Proctor on April 21 1992 for 100 dollars to David J. Tyler and Roberta Bell. Tyler was later convicted. Bell acquitted. Spotz said he sold the gun the night before the killing and testified to gain leniency.
