Florence Times notes a legislative bill to create a county by county levy to fund Confederate veterans. The paper favors the plan, arguing it reduces fraud and increases taxpayer accountability, suggesting a tax shift from state to local funding and urging support next year.
Ned and Brack Toland confess to killing Mrs Raul W. Ellisor, an elderly white woman living across the river from Columbia. Brack says he restrained her while his brother struck with an axe, then they placed the body in a basket and Ned dealt two additional blows. They then robbed the house taking a gun and clothing, with no money located.
At the Naval Academy in Annapolis on February 27 authorities removed all telephones from Bancroft Hall after calls from girls distracted midshipmen. Going forward all calls to midshipmen must be cleared through the officer in charge.
The note describes a call whose nature prompts the decision that the matter is important enough to disturb the midshipman’s studies.
