Despatches from Charles Town amid colonial tensions
A London letter and extracts from South Carolina papers depict Governor Campbell aboard the Tamer and a Charlotte Town dispute over royal authority. Letters cite Mr. Laurens and Drayton seeking neutrality, militia formations, and a plan to block Charleston Harbor. Reports note a Carolina storm, maritime commerce moves, and local crime and court proceedings in London.
Hillborough Proclamation Sets Up Safety Council and Draft
For three weeks at Hillborough they have raised one thousand men and voted 10,000 pro cla mation money for subsistence of troops. A Provincial Council of Safety, thirteen members, with full powers to regulate the army and fortify the colony, will meet at Johnston Court-house on the Tuesday of this month and quarterly thereafter. Committees of Safety, also thirteen per district, will enforce security for creditors and detain debtors who leave the province, meeting every three months at district towns. From North Carolina news comes word of hurricane damage with wrecks along the shore and over ten dead at Occacock Island. Charles-Town reports the General Committee refusing and calling a Provincial Congress at Charles-Town on the first of next month.
