Garden City Police shift change cuts overtime and boosts morale
GCPD's move to 12 hour shifts over eight and a half hours is praised by officers and officials as cutting overtime by 35 to 46 percent in the first eight months of 2001 to 2003. The change yields more family time, faster court handling, and a stronger patrol presence with at least five officers on duty. Chief Hawkins and Mayor Mesa note improved morale and community protection while hiring 11 new officers since May to reach a full force of 58.
