Aquila official Minter cites storage and regional demand as driving higher gas bills this winter and notes a 70 percent purchase cap by companies like Aquila. He recalls past gas bubbles and says price sensitivity stems from storage levels and market purchases. Farmers and homeowners warn of higher costs and seek relief. Water conservation program funds rivers and banks protection
Kansas program pays farmers up to 150 dollars per acre to leave 100 to 150 foot strips along streams, funds tree planting and contractor work, and offers tax relief. Since 1998 the buffer program reached 65 of 105 counties with a projected expenditure under 724 thousand dollars this year. The plan aims to avert reservoir decline while officials warn of drought and aging storage.
