Integration Must Wait Until Faith Of Officials Tested
A federal judge in Harmingham Alabama refused to injunctionly desegregate city schools until the good faith of school officials is tested under the state pupil placement law. Judge Lynne warned officials they must apply the law without discrimination or face a desegregation order. He noted no Negro pupil had sought transfer to a white school and stressed the law was designed to administer desegregation fairly while allowing continued legal challenges. The ruling delays integration pending evaluation of officials actions and potential appeals to the Fourth Circuit.

Gov. John A. Anderson recommended eight western Kansas counties be designated as disaster areas to allow grazing on Conservation Reserve lands. The move aims to prevent livestock liquidation and pasture deterioration as drought damaged natural grazing. Affected counties are Wallace Stevens Meade Clark Comanche Harbor Pratt Hodzeman. Approximately 250 000 acres of pasture and 1 10 landowners are in the area. Grazing value set at 2 to 2.50 dollars per acre would be deducted from USDA annual payments to landowners for contracts.
