Kansas lawmakers clash over Capitol liquor rules reform
House and Senate negotiators wrestled with liquor reform and eyed alcohol at Capitol events, self service wine dispensers, bring-your-own booze at unlicensed venues, and powdered alcohol bans as final budget talks loom. An amendment would let the Legislative Coordinating Council permit alcohol at official state functions, while current leaders showed mixed support. Debate centered on enforcement, after-hours clubs, and nontraditional venues like art studios, with ABC agents to issue citations and police to report suspected violations.
